The reason why when you drop the regular SMG and a different one and you get the dual MP40s might have been a bug. MP40s are dropped by SS Troops in MAP32 of this pack.

In other words, its a damn good mod for an already classic FPS, and it just got better. Brutal Doom, besides what you might gleam from the name alone, is an extremely comprehensive Doom mod expanding on everything from enemy AI to the weapons you use and even the graphics themselves.
